Definition:

A plan or offer coming from a seller to a buyer, giving the details that the buyer will need to make a decision.

Examples:

Part of the investor’s proposal was that the company move its main production facility to the coast to be closer to the shipping facilities.

The downtown retailer’s association made a proposal to the city for improving pedestrian traffic on the mall.
